I have minuted in 20054 to the effect that I do not think Mr. Osmund should be awarded any pension; but if that view is considered to be too severe, I think that if a pension is awarded, it should be on compassionate grounds.

I would point out that under the Pension Rules no pension under $539 can be awarded the beneficiary.

May I also point out that under Ordinance 10 of 1862, the Governor has the power to approve a compassionate allowance of [so much], under the powers of the first sentence.

[That Ordinance is peculiar in that it gives the Governor unlimited power to award pensions outside all rules].

Let this be dealt with when 20054 is decided.
